Yes, it was the highest, Special Intelligence (SI). But having had access to Special Intelligence during my 21 yrs in the Navy--I can almost guarantee that none of that would have been still relevant even after 10 years. Codes change, troop positions change, submarine operations change, satellites change, capabilities of satellites change, and even compartmental projects change. Then again he like everyone in the intelligence community worked on only what he had the need to know--so one can't say he had access the the entire "store". For instance, I was in Navy Intelligence, and because my job even as an intelligence analyst wasn't in the offensive aspect of defense -- (I was mostly early warning) I never had access to where even a single submarine of ours was; or even what they were doing.

The only thing I would be upset with--is if he gave our internal missle silo data or the identities of our human intelligence collectors/agents--which I'm pretty sure he didn't.

I believe it was mostly to do with satellite data/order of battles of Israel's enemies -- stuff we should have been sharing with Israel anyways.

So he never even gets a Confidential Clearance again and never works for the government. 21 years is enough to pay.

It is getting to a point that holding this guy is another appeasement to Arabs--because many in Israel want him released. Holding Jonathan Pollard for this reason makes the U.S. look like a whipped puppy!
